For this you must be a personal member. Even a premium member can send money but with less fee, say some cents and not 3.4% + $0.30 USD
If you are a personal member and willing to send money to your friend, who is also a personal member, just follow this tutorial
1) Login to your account.
2) Click on send money tab.
3) Click on continue and follow the next picture
4) See in the picture there is no fee charged. you can send it without any fee.
5) You can follow the similar procedure for premium accounts, where you can pay the members with less fee.

I want to check is it good add the Debit Card to the Paypal Account, as it is asking for doing transactions using the paypal account.

Yes you can add debit card to your paypal. It is safe, as paypal is one of the most trusted websites and being used by many across the world
